This is an unstruck planchet for a golden dollar coin.  A planchet is the metal disk from which a coin is made.  A Type I planchet is a simple disk cut from a strip of metal.  A Type II planchet has been run through a machine that forms the raised rim.  This is a Type II planchet.
This planchet should have been struck between obverse and reverse dies to impress the image on it, and then had edge lettering applied.  This one escaped the mint without those final two steps, and ended up in a bag of dollar coins.
The mint works very hard to keep unstruck planchets from leaving the mint, but still it sometimes happens.  With the relatively low mintage of the golden dollar coins,  unstruck golden dollar planchets are quite scarce.  Still, here this one is.
